Renewable Heat Obligation (RHO)
The Integrated Business Case, KPMG, 2019, commissioned by RGFI, proposed an RHO mechanism to close the funding gap for biomethane production.
Ireland should now adopt a two-phased approach for a framework that is both EU compliant and commercially workable:
- Progress the RHO without a multiplier, maintaining momentum and providing a clear market signal
- Simultaneously include alternative support mechanisms for indigenous production and to ensure projects are commercially viable
RGFI continues to engage through the Biomethane Implementation Committee — and directly with Government Departments, to to drive delivery.
INDUSTRY ALIGNMENT
We align messaging across the sector through targetted roundtables, consistent media messaging, high profile events, and national and EU working groups, including the Biomethane Industrial Partnership (BIP).
Our network of international contacts and collaborations positions us to assess and disseminate information from the cutting edge of developments across Europe and the rest of the world, to Ireland’s benefit. This includes:
- Board Membership of the European Biogas Association (EBA).
- Board Membership of European Renewable Gas Registries (ERGaR).
- Members of the European Biomethane Industrial Partnership BIP and active on its Task Forces.
- Members of the European Commission’s BIOMAPE programme.
- Associate Membership of the UK’s Anaerobic Digestion and Bioresources Association and the World Biogas Association.
- Association Members of International Sustainability & Carbon Certification (ISCC).
STRATEGIC IMPACT
RGFI has stimulated regional development through initiating and co-ordinating many initiatives, for example:
- Commissioned Integrated Business Cases and prepared the Biomethane Roadmap
- Co-ordinated the Project Clover dairy industry cluster
- Ireland representative on EU REGATRACE programme that informed Repower EU and National Biomethane Strategies
- Advocated Capital Grants
- Recommended and Informed the Biomethane Environmental Sustainability Charter
- Contributes to European Biogas Association and Biomethane Industrial Partnership working groups, including biogenic CO2 and organic fertilisers
- Gas Purchase Order skills development
- BIOMAPE – Ireland representative, accelerating biomethane across Europe
- Green Gas Certification development

THE GREEN GAS CERTIFICATION SCHEME
RGFI worked collaboratively with industry partners to develop the Irish Green Gas Certification Scheme . The Scheme provides certainty to end users with respect to the quality and sustainability of the gas they purchase and provides transparency for policy makers and stakeholders. The Scheme complies with EU and national legislation and will be central to supporting an “at scale” renewable gas industry in Ireland.
