Renewable Heat Obligation (RHO)
The Integrated Business Case, KPMG, 2019,  commissioned by RGFI, proposed an RHO mechanism to close the funding gap for biomethane production.

Ireland should now adopt a two-phased approach for a framework that is both EU compliant and commercially workable:

  • Progress the RHO without a multiplier, maintaining momentum and providing a clear market signal
  • Simultaneously include alternative support mechanisms for indigenous production and to ensure projects are commercially viable

RGFI continues to engage through the Biomethane Implementation Committee — and directly with Government Departments, to support the timely development of a revised and effective framework.

WE LEAD AND DEVELOP STRATEGIC INITIATIVES AND MARKET RESEARCH

RGFI provided Government with an initial draft Charter for the Biomethane Industry in Ireland to ensure the highest possible environmental standards are maintained in development and operation of biomethane plants, and has since worked with Government on its development.

We have already stimulated regional development by co-ordinating the business case for biomethane production in a farming cluster approach, in conjunction with Dairygold and Danone in Munster.

THE GREEN GAS CERTIFICATION SCHEME

RGFI worked collaboratively with industry partners to develop the Irish Green Gas Certification Scheme . The Scheme provides certainty to end users with respect to the quality and sustainability of the gas they purchase and provides transparency for policy makers and stakeholders. The Scheme complies with EU and national legislation and will be central to supporting an “at scale” renewable gas industry in Ireland.
